One solid philosophical question is this: If there is an entity that can create -and make happen- whatever It wishes, would It actually need to create -or to have- anything at all? In Quran the answer we get to our question is a clear no.
When the Creator shares Its decision to create human on Earth, the angels ask “will you create something that will shed blood and cause chaos?” This is arguably the best criticism humans managed to come up as well: “If there is a God, why is there so much suffering and injustice in the World?”. The Creator answers the angels with pointing out that It knows what they do not, and teaches human all the names, more than It had taught the angels.

Quran reminds us that if we tried to count the blessings we are given, we could not manage to finish counting. The Merciful One intended to share Its mercy with new beings, and bless them with the gift of free will as well, making them the most honored creation. Yes, there would be some that would misuse this gift and shed blood and cause chaos indeed, but there would also be some who would feel the awe of having been brought into existence and choose to be good and grateful even though they could also easily go the other way.
